A Catholic Priest that can perform Weddings out side of a Catholic Church

I just met the most delightful minister who was ordained a priest in the Roman Catholic Church.
He served as a hospital chaplain and now assists people from all walks of life and all faith traditions, whether it be Catholic, Christian, non-denominational or no faith tradition.
The perfect comprimise for a non particing Chatholc don't you think.

P.S.Hes from Scotland so his kilt is optional!
